The motorcycle industry welcomes the adoption by the European Parliament of the report on EU rules on driving licenses

The European Parliament has adopted at the Plenary session the report on the revision of the Driving License Directive (DLD) led by rapporteur Karima Delli (FR/Greens).

The Directive plays an important role in achieving the policy goals set by the Smart and Sustainable Mobility Strategy in terms of safety, environment, digitalization, accessibility, and mobility in urban and rural areas.

Ahead of the trilogue negotiations in the coming months, ACEM welcomes the outcome of the Parliament on L-category vehicles aligning positions with the Council while supporting the initial proposal from the European Commission.  

European motorcycle manufacturers provide a range of vehicles, tailored to citizens’ different needs (i.e., for short range agile inner-city journeys, peri urban and rural personal mobility, for convenient small logistics solutions, and for recreational activities). Moreover, there are strong differences between Member States in terms of mobility patterns.

The revision of the DLD will have significant implications in several areas including the economy across the EU. The current proposal offers then Member States a flexible approach to achieve the main goal of ensuring safer driving conditions. Concretely, it considers the specificities of the L-category vehicles (mopeds, motorcycles, tricycles and quadricycles) and respects the diverse realities, allowing Member States to select the most appropriate licensing system to their national contexts.                                                                                                                           

ACEM encourages all co-legislators to promptly start the interinstitutional negotiations while maintaining their commitment to prevent road fatalities and contributing to carbon neutrality goals by 2050.
