Implementing regulation on requirements for the approval and market surveillance of PTWs published

The European Commission published today in the Official Journal of the EU the implementing regulation on administrative requirements for the approval and market surveillance of two- or three-wheel vehicles and quadricycles (Commission implementing regulation 901/2014).

The text is the last piece of legislation that implements the Type-approval regulation (Regulation EU 168/2013).

The Commission implementing regulation 901/2014 outlines administrative requirements for the approval of new L-category vehicles. Its publication follows a positive vote by the members of the Technical committee on motor vehicles (TCMV) which took place on 1 July. the new implementing regulation will enter into force on the twentieth day following that of its publication in the Official Journal and will apply from 1 January 2016.

About the type-approval package

Regulation EU 168/2013 and its implementing and delegated acts provide for new environmental and emissions requirements, advanced braking systems, anti-tampering measures and access to repair and maintenance information, among others.

The emissions requirements will be introduced in two steps: Euro 4 and Euro 5. Euro 4 will apply to L3e (motorcycles), L4e (motorcycles with sidecars), L5e (tricycles), L7e (heavy quadrcycles) as for 1 January 2016; and to L1e, L2e and L6e as of 1 January 2017. Existing vehicles will be alowed an extra year to comply with these new standards.

Under Regulation 168/2013 new type-approved vehicles will be required to comply with Euro 5 standards as of 2020. This obligation, however, will be subject to a "comprehensive environmental study" by the European Commission, the conclusions of which are expected to be published by 2016.

ACEM position paper on EU-USA free trade negotiations is now available for download

The motorcycle industry in Europe strongly supports further regulatory convergence, the simplification of administrative procedures and the gradual elimination of duties between the EU and the US. This would bring substantial benefits to companies and consumers on both sides of the Atlantic.

In 2012 the United States was the number one destination of EU powered-two and powered-three-wheeler (PTW) exports. The US market accounted for nearly 30% of all European PTW exports. The cumulative trade balance for 2008 - 2013 is positive for the EU and amounted to €157 million.

Sales of PTWs in the EU increase by 3.5% during the first six months of 2014

A total of 675,630 powered two wheelers (PTWs) were sold during the first six months of 2014 in the EU. This represents an increase of 3.5% compared with the 652,553 units sold between January and June 2013. Between January and June sales in the motorcycle grew by 8.8%, whilst moped registrations fell by 8.5%.

The French Gendarmerie Nationale hosts public event on the importance of road safety

The French Ministry of Interior along with the Gendarmerie Nationale organized on the 21and 22June the “Journées Nationales de la Moto et des Motards” at the National Center for Road Security in Fontainebleu, France.

The French Ministry of Interior along with the Gendarmerie Nationale organized on the 21 and 22 June the “Journées Nationales de la Moto et des Motards” at the National Center for Road Security in Fontainebleu, France.

The aim of the two-day event was to raise awareness among motorcyclists of the importance of road safety. The main activities of the event included motorcycle skills tests (e.g. handling, breaking and trajectory security) organized by the Gendarmerie Academy, as well as a police motorcycle exhibition. The participants could also attend the Gendarmerie motorcycle museum and test new motorcycle models.

IMMA calls on international policy-makers to take a “strategic approach” to motorcycling

The International Motorcycle Manufacturers Association (IMMA) presented on 21 May 2014 its latest policy document “The Shared Road to Road Safety – A global approach for safer motorcycling”. The presentation took place during a well-attended event at the International Transport Forum (ITF) Summit in Leipzig, Germany.

Sales of PTWs increase by 2.6% during the first five months of 2014

A total of 511,190 powered two wheelers (PTWs) were sold during the first five months of 2014 in the EU. This represents an increase of 2.6% compared with the 498,340 units sold between January and May 2013. Between January and May sales in the motorcycle grew by 8.1%, whilst moped registrations fell by 9.8%.

ACEM position paper on EU - Japan free trade negotiations

ACEM is following closely these ongoing trade negotiations, launched in the spring of 2013, to ensure that they provide new opportunities for European powered-two wheeler exports to Japan and jobs in the EU.

The motorcycle industry in Europe considers that Japan should should implement all the necessary UNECE Regulations in order to reduce unnecesary additional testing, certification, or marking requirements for L-category exports.
