Position on the revision of the Driving License Directive

The European motorcycle manufacturers stress their main concerns on the report presented yesterday at the TRAN Committee by MEP Karima Delli for L-category vehicles (mopeds, motorcycles, tricycles and quadricycles).

Considering the specificities of the sector across Europe, the initial proposal from the European Commission provides a more effective approach on safety and mobility. The document properly matches diverse realities and ensures inclusiveness for all citizens especially in urban areas. It also allows Member States to select the most appropriate licensing system to their national contexts and specific needs.

Ahead of the coming legislative discussions, ACEM urges the co-legislators to align to the EC proposal regarding:

  • Maintaining age requirements
  • Preserving the flexibility of MS in regulating access to the different L-category vehicles
  • Refraining from the concept of setting speed limits in traffic for different license categories

Joint call to stimulate the European automotive industry´s transformation and enhance competitiveness

As the voice of the motorcycle industry in Europe, ACEM joins main stakeholders from the automotive value chain calling on the President of the European Commission, Ursula von der Leyen, to stimulate sectoral transformation and enhance competitiveness.

The sector of two, three and four wheels is firmly committed to shaping the green and digital transition while continuing a constructive dialogue with public authorities. However, the rise of several challenges is putting further pressure on the decarbonisation of transport and undermining the transformation of our industry.

The signatories have prioritised six key actions before the end of the current mandate:

  1. Develop a robust industrial strategy;
  2. Scale up a European zero-emission market and battery value chain;
  3. Ensure a stable and coherent regulatory environment for the sector;
  4. Enhance the skills agenda and Just Transition framework;
  5. Improve transport affordability; and
  6. Ensure a global level playing field.

Future inaction from law makers at this critical moment will undermine the European automotive industry and put at risk employment in a sector that generates more than 13 million EU jobs.

Joint statement

Registrations in key European markets in the first half of 2023 confirm growing interest for L-category vehicles
26 Jul 2023

New motorcycle registrations in five of the largest European markets (i.e. France, Germany, Italy, Spain and the UK) reached 600,784 units during the first half of 2023.

This represents an increase of 11.3% compared to the same period in 2022 (539,644 units). Motorcycle registration volumes significantly increased in Italy (192,497 units, +19.1% year-on-year) and Spain (102,626 units, +11.7%), Germany (129,964 units, +10.1%) and France (116,224 units, +7.5%) showed an upward trend. Volumes remained broadly stable in UK (59,741 units, -0.9%). Moped registrations reached a total volume of 99,782 units in the six European moped markets monitored by ACEM (i.e. Belgium, France, Germany, Italy, the Netherlands and Spain). This registration volume represents an overall reduction of 25.8% in comparison to last year (134,503 units), widespread in the monitored countries, except for Belgium (15,864 units, +2.8%).

Commenting on the current situation of the sector, Antonio Perlot, ACEM Secretary General, said:

“When it comes to long term EU market trends, over the last three years motorcycles have shown an outstanding progression nearing +50%.  Mopeds an overall reduction of -12% with a growing share of electric propulsion, even if fluctuating due to the effect of incentives.  All in all, data confirms consumers’ growing interest for L-category vehicles, for convenient short range mobility and for leisure”.

About ACEM

The European Association of Motorcycle Manufacturers (ACEM), is the trade association that represents manufacturers of powered-two and three-wheelers as well as quadricycles (L-category vehicles) in Europe.

Job purpose and description

Based in the Brussels office, the function will report directly to the Technical Manager.

The Regulatory Officer will address issues related to:

  • European and international vehicle type-approval regulations, and other regulations that influence the design of motorcycles and affect the industry and its products.
  • European and International standards.

Key tasks will include:

  • Monitoring, reporting, and coordinating activities with experts from the ACEM membership, facilitating the building-up of common industry positions.
  • Representing the Motorcycle Industry, in both European and international technical meetings.

 

Requirements

  • University level education, either engineering degree (automotive, electromechanical or similar) with interest in regulatory affairs, or European studies/law with interest in vehicle technology
  • 1-2 years working experience, preferably in an industry association or in the motorcycle or automotive industry (regulatory affairs, vehicle or component manufacturing, type-approval or R&D) or equivalent
  • Experience with EU and/or national institutions are a plus
  • Fluent in English (spoken and written); knowledge of other European languages is a plus
  • Ability to work in a dynamic and multicultural team, working in an international environment
  • Ability to work autonomously on the assigned tasks in a result-oriented way
  • Good analytical and communication skills

Initial considerations on the future framework for Vehicle End-of Life (EoL)

In line with our Vision 2030+, ACEM welcomes the proposal for revision of the Vehicle End-of Life (ELV) Directive published by the European Commission on the 13th July.

Circular economy stands as key priority to improve the environmental performance of the L-category sector. The inclusion of L-category vehicles (two-wheel motorcycles, powered tricycles, light and heavy quadricycles) under the scope of the future Regulation represents a positive step ahead to prepare the sector and accelerate the compliance of the industry with EU objectives in transport and mobility.

ACEM and its members support a comprehensive framework for the collection and treatment operations for L-category vehicles ensuring a positive contribution towards the Green Deal goals with several benefits for the society. However, further assessment of technical and economical specificities for various sub-categories should be considered to ensure a successful achievement of the ELV objectives and full alignment with other vehicles.

As well, a coherent approach with other pieces of legislation will provide consistency in the future framework on vehicle design and production putting Europe at the forefront of circularity in terms of reusability, recyclability and recoverability of materials including L-category vehicles.

The ACEM Secretariat will continue a constructive dialogue with EU institutions during the coming months and provide know-how and good experiences from the sector.

Connected Motorcycle Consortium: First Demo Event

The Connected Motorcycle Consortium (CMC) will organize an event in September 2023 to demonstrate several interactions between a car and a motorcycle where C-ITS applications or Advanced Driver Assistant Systems will help to mitigate the chance of a collision.

As a collective effort of manufacturers, suppliers, researchers, and associations, the CMC has been working towards integrating Powered Two Wheelers into the future landscape of connected mobility.

 

The CMC journey began with the launch of the 'Basic Specification' in 2020. Since then, the CMC has progressed further and will show results of its research in a Demo event at Dekra Technology Center at Lausitzring in September 2023.

 

Alongside world-leading motorcycle manufacturers such as BMW, Honda, Ducati, Harley-Davidson, KTM, Suzuki, and Yamaha, prominent carmakers including BMW, Honda, Lamborghini, and VW will also be participating in the event. The invited guests will have the opportunity to experience the systems live by taking the first-row seat, as passenger in one of the cars.

The event will also provide a platform for presenting key findings from the Consortium’s accident research, insights into rider behaviour, and detailed information about safety applications.

Press Release: Guidelines on anti-tampering rules for motorcycle exhaust silencers

The European Association of Motorcycle Manufacturers (ACEM) shares the concerns of citizens, politicians and regulators regarding the impact of noise in daily life. Sound emissions of motorcycles have been regulated in the EU, with maximum permitted levels defined since the 1990s, through European type approval requirements.

As part of the solution to address these concerns, ACEM has recently developed a set of guidelines in cooperation with key aftermarket exhaust industry players. The aim of these guidelines is to avoid diverging, non-effective interpretations of anti-tampering rules for exhaust silencers, in particular for non-original equipment that may be alternatively fitted on motorcycles over their lifetime.  The document notably clarifies technical requirements to ensure robustness of fixing solutions for silencing baffles and dB-killers, to prevent their easy removal.

Following an informal endorsement by authorities at EU level, the guidelines were supported by government experts at UNECE, the world forum on vehicle regulations.

Dissemination activities are now being launched by the motorcycle sector, with the involvement of ACEM member vehicle manufacturers, industry national associations and aftermarket exhaust manufacturers, seeking to raise the awareness of all stakeholders – including type approval authorities, market surveillance authorities and users.

Commenting on the initiative, Antonio Perlot, ACEM Secretary General, said:

“This initiative bringing together the expertise of recognised players in the motorcycle sector addresses one of the main causes of motorcycle noise in the streets. Approved silencers with too easily removable baffles or dB-Killers are today still present on the market, which may result in unacceptably high levels of noise on the road.

Putting forward state of the art solutions, the guidelines will help type approval authorities towards a more harmonised assessment of conformity to anti-tampering rules for exhaust silencers. The call is now on all stakeholders to apply them without delay.”

 

Note for editors

For sound level and anti-tampering rules of motorcycle exhaust silencers, the EU type approval framework Regulation 168/2013 mandates the application of UNECE Regulations no. 92 (aftermarket silencers) and no. 41 (original motorcycle). These Regulations were developed and are maintained by the Working Party Noise and Tyres (GRBP), under the World Forum for the harmonization of vehicle regulations (WP.29), operating within the United Nations Economic Commission for Europe (UNECE).

In December 2022, ACEM presented the guidelines to national type approval authorities at a stakeholder meeting organised by the European Commission. Following an informal approval by authorities at EU level, the International Motorcycle Manufacturers’ Association (IMMA) introduced the guidelines in February 2023 at GRBP, the world forum on sound level of vehicles. A final document is expected be adopted at next GRBP session in September 2023.

Q1 2023 European registrations of motorcycles and mopeds return to pre COVID market trends
12 May 2023

New motorcycle registrations in five of the largest European markets (i.e., France, Germany, Italy, Spain and the UK) reached 253,859 units during the first quarter of 2023. This represents an increase of approximately 15.5% compared to the same period in 2022 (219,826 units).

Motorcycle registration volumes significantly increased in Italy (78,997 units, +31.1% year-on-year) and both Spain (44,127 units, +13.4%) and Germany (54,964 units, +13.2%) showed an upward trend. Volumes also continued with a slight progression in France (48,945 units, +7.21%) and they remained broadly stable in UK (26,826 units, 1.7%).

Moped registrations reached a total volume of 43,610 units in the six European moped markets monitored by ACEM (i.e. Belgium, France, Germany, Italy, the Netherlands and Spain). This registration volume represents a reduction of 24.5% in comparison to last year (57,737 units). The decline is widespread in the monitored countries, except in Belgium where volumes continued to increase.

“The first quarter results of the year must be interpreted cautiously, considering the significance of spring and summer for the European powered two-wheeler market. Although there were considerable fluctuations when compared to the same period in 2022, Q1 data confirms a growing trend of users favouring motorcycles and scooters to mopeds. This shift supports both urban and short-range mobility, as well as a sustained interest in leisure riding. Thus far, the figures seem to align with long-term, pre-COVID trends. A more definitive outlook for 2023 will emerge as Q2 and Q3 data becomes available.”

Responsibilities

With a more junior colleague under your responsibility, and with the support of regulatory/technical experts and communications’ team, you will:

  • be responsible for monitoring and conducting research and analysis on the current state of play across a broad range of European policy issues relevant for the motorcycle Industry under the association strategic vision Vision 2030+
  • develop and implement strategies and action plans to engage the organisation in EU policies and legislative proposals;
  • support the ACEM team and the Membership with the development of engagement strategies and messaging, at Brussels’ and national level;
  • draft high-quality memos, policy briefings, presentations and policy analysis on short timelines;
  • develop/maintain relationships with the EU institutions and key stakeholders at the European level and exchange information related to priority topics;
  • be responsible for the planning, implementation, preparation, and follow-up of meetings;
  • represent the organisation externally in institutional meetings and towards other stakeholders through being a visible and credible advocate for the industry.
  • assist the Secretary General and act as a sherpa for high-level meetings, with C-suites executives (internally) and with EU Institutions representatives (externally).

Profile requirements

  • University degree (Law, Political Sciences and/or EU Studies);
  • Minimum 8 years of experience in EU Policy and Government Affairs roles in trade/industry associations, consulting firms, corporations or EU Institutions;
  • An established network and sound knowledge of European policy in various fields that are connected to sustainability in all its facets, mobility/transport, industrial transformation and/or manufacturing;
  • Track record in political advocacy and campaign management;
  • Excellent verbal and written communication in English is a must, other languages are a plus;
  • Effective communication (written and spoken) with internal and external stakeholders;
  • Ability to find consensus amongst wide range of opinions and to work with different functions, teams and seniority levels;
  • Firm willingness to understand the issues at stake and to enhance your personal knowledge on highly political/technical topics;
  • Team player with commitment to excellence and diplomacy and negotiation skills.

Responsibilities:

The main responsibility of the Communications Officer is to manage ACEM’s internal & external communication activities.

Joint Industry Statement - Data Act: call to preserve European Innovation and Competitiveness

ACEM has signed, together with thirty industry associations, a joint statement on the Data Act, calling for policy makers to preserve European innovation and competitiveness.

While recognizing the importance of data sharing for the success of the European economy in the coming years, ACEM considers that the Data Act as proposed, is a leap into the unknown with potential unintended consequences across data value chains.

We therefore urge the European Parliament and Council to take the necessary time and steps to:

  • Ensure due protection of trade secrets, safety, security, and privacy;
  • Give clarity to companies as to what data they must share;
  • Enable mutually beneficial data-driven relationships;
  • Differentiate between B2B and B2C contexts;
  • Set strict conditions for business-to-government data requests;
  • Promote cloud adoption;
  • Avoid creating new obstacles to international data flows.

Registrations of motorcycles and mopeds in key European markets broadly stable during 2022

New motorcycle registrations in five of the largest European markets (i.e. France, Germany, Italy, Spain and the UK) reached 950,400 units in 2022. This represents a slight increase of approximately 0.1% compared to 2021 (949,480 units).

Motorcycle registration volumes showed an upward trend in Spain (176,960 units, +6.3% year-on-year) and the UK (109,300 units, +1.9%). They remained broadly stable in Italy (271,380 units, 0.7%) and Germany (199,400 units, 0.1%) and decreased in France (193,350 units, -6.6%).

Moped registrations reached a total volume of 255,900 units in the six European moped markets monitored by ACEM (i.e. Belgium, France, Germany, Italy, the Netherlands and Spain). This registration volume represents a reduction of 3.4% in comparison to last year (264,800 units).

“The latest registration data shows that the European market has overall remained stable in 2022, compared to 2021. Certified motorcycle training centres come together to bring motorcycle safety training to the next level

Motorcycle training schools that hold the European Motorcycle Training Quality Label organised their first meeting on 7 December 2022. During this initial meeting, the organisations managing the 35 awarded programmes agreed to work together to create a high-quality training programme. This programme will cover various levels of motorcycle riding skills, hazard and safety awareness, and a self-assessment of riding ability.

The programme will also cover the local context, such as the traffic environment, weather patterns, mobility and leisure uses.
This high-quality training programme will be offered free of charge to all schools interested in improving the quality of their courses. It will also be shared with bodies planning to set up motorcycle safety training programmes in countries with limited training options.

The motorcycle training organisations present also exchanged their views on other topics, such as the current state of voluntary motorcycle training across Europe, recent trends in motorcycle training and how to further improve motorcyclists’ skills and safety awareness.

“The European Motorcycle Training Quality Label is a key element of our road safety strategy and an excellent example of how industry players, NGOs, motorcycle trainers and users’ organisations can work together for motorcycle safety. The European Motorcycle Training Quality Label is a voluntary certification scheme for post-licence safety training programmes run by the German Road Safety Council, the International Motorcycling Federation and the Motorcycle industry.

The main objective of the European Motorcycle Training Quality Label is to inform motorcyclists across the EU about the best training programmes available in their countries and to increase the number of riders undergoing high-quality voluntary training regularly.

There are currently 35 certified programmes in 11 European countries: Austria, Belgium, Cyprus, France, Germany, Greece, Italy, the Netherlands, Portugal, Spain and Sweden, with more motorcycle training centres expected to join in 2023.

In 2019 the European Motorcycle Training Quality Label received the Road Safety Charter Award in the category “Voluntary commitments” from the European Commission.

ACEM hosts annual conference to discuss the future of the motorcycle industry  and decarbonisation

On 6 December 2022, the European Association of Motorcycle Manufacturers (ACEM) hosted its annual conference, which focused on the motorcycle industry’s vision for decarbonisation at horizon 2050.

Industry leaders, representatives from industry associations and policy-makers from the European Parliament and the European Commission exchanged views on crucial issues for the future of the motorcycle sector, particularly how electric batteries, synthetic fuels and fuel cells can contribute to decarbonising two-wheelers.

The speakers also discussed the challenges and opportunities linked to lowering CO2 emissions, such as securing access to raw materials, stepping up R&D investments and the importance of standardisation and cross-company cooperation through platforms like the Swappable Batteries Consortium.

Charging infrastructure was also seen as a potential bottleneck in the path to lower CO2 emissions, as many Member States are still to deploy charging points in significant numbers.

ACEM welcomes Euro NCAP’s roadmap 2025-2030 and increased attention to two-wheeler users’ safety

The European Association of Motorcycle Manufacturers (ACEM) welcomes the increased attention to two-wheeler safety in the new Euro NCAP roadmap 2025- 2030, particularly the recognition of motorcycle and scooter riders as vulnerable road users (VRUs).

The inclusion of evolved two-wheeler scenarios for car Advanced Driver Assistance Systems (ADAS) in Euro NCAP’s roadmap will help drivers avoid hazardous situations in many traffic situations. It will also contribute to a decreased number of collisions with two-wheelers.

ACEM also welcomes the inclusion of two-wheeler scenarios for assessment in commercial van ratings and the further development of truck safety labels around crash avoidance technology.

Another positive aspect of Euro NCAP’s new roadmap is the inclusion of technology-neutral connected solutions to increase motorcyclists’ safety through C-ITS communication. Connectivity between vehicles warns drivers and riders in several critical scenarios that there may be imminent danger, which is a very promising journey to improving riders’ protection.

The motorcycle industry is in favour of the adoption of a Safe System approach towards motorcycling, simultaneously addressing human, vehicle, and road infrastructure. Therefore, ACEM supports the intention of Euro NCAP to carry out a holistic two-wheeler awareness-raising campaign to provide effective guidance on the safety technologies available on the market today.

Two-wheeler registrations in key European markets broadly stable during the first nine months of 2022

New motorcycle registrations in five of the largest European markets (i.e. France, Germany, Italy, Spain and the UK) reached 781,824 units during the first nine months of 2022. This represents a decrease of approximately 1.4% compared to the same period in 2021.

Motorcycle registration volumes declined in Italy, where they reached 227,400 units (-3.3% on a year-on-year basis), Germany (173,750 units, -0.5%) and France (154,660 units, -7.9%). However, other motorcycle markets, such as Spain (135,800 units, +6.2%) and the UK (90,190 units, +3.5%), showed an upward trend.

Moped registrations reached a total volume of 206,900 units in the six European moped markets monitored by ACEM (i.e. Belgium, France, Germany, Italy, the Netherlands and Spain). This registration volume is almost identical to last year’s.

“Registration figures for the first three quarters of 2022 show that motorcycle and moped registrations in the EU’s key markets remain broadly stable, despite the challenges created by the shortage of semiconductors and shipping delays.

“Next quarter’s figures will allow us to assess the performance of the European motorcycle and moped markets for the entire year.

“We may see some differences between national markets. But our preliminary data suggest that motorcycle sales in 2022 will be as good as 2021, which was a very positive year for our industry”.

15th ACEM Conference - The Motorcycle Industry’s Vision for decarbonisation

A high-level panel of industry and technology experts will discuss the the motorcycle industry’s latest initiatives in the area of decarbonisation, within the context of the EU’s climate targets and the industry’s Vision 2030+. They will be joined by a panel of public leaders from the EU and local levels to address current and future policies to place Europe on the path to climate-neutral transport.

ACEM statement - Charging of electric powered-two wheelers: a step in the right direction

On Wednesday, 19 October 2022, the European Parliament adopted Ismail Ertug MEP's report on the European Commission’s proposal for an Alternative Fuel Infrastructure Regulation. Negotiations with the Member States (Council of the EU) will start soon, with the aim of reaching final adoption before the end of the year.

ACEM welcomes the outcome of the European Parliament’s vote, as this Regulation is the key to furthering support the fast roll-out of recharging infrastructure for electric vehicles.

ACEM particularly welcomes that the adopted amendments enhance the recognition of electric Powered Two-Wheelers (PTWs) by:

• Requesting the European Commission to review the need to include requirements for charging infrastructure to serve electric PTWs, “in particular the opportunity to equip charging infrastructure with a household power socket that makes it possible for such vehicles to be easily charged, since they represent a mode of transport that can help further reduce CO2 emissions and air pollution”;

• Requiring national authorities to adopt measures to promote the use of electric PTWs, such as e-mopeds, within their National Policy Frameworks;

• Asking Member States to report on the deployment of electric recharging infrastructure for L-category vehicles, both in terms of number of recharging stations and their power output.

Commenting on the result of the European Parliament’s vote, ACEM Secretary General, Antonio Perlot said:

“This is a crucial first step towards the adoption of a robust legal framework to support the fast deployment of charging infrastructure for electric two-wheelers and other vehicles across Europe”.

“If one regret, the Report falls short on the issue of ensuring security when recharging electric vehicles. As stressed by the International Motorcycling Federation (FIM), the Federation of European Motorcyclists Associations (FEMA) and ACEM in the past, charging stations should be equipped with anti-theft protections or surveillance systems to deter theft of motorcycles while they are being recharged”.

Background information

In July 2021 the European Commission published a proposal for a Regulation replacing the 2014 Directive on Alternative Fuel Infrastructure.

The file was handled by the European Parliament’s Transport and Tourism Committee (TRAN). The rapporteur is Ismail Ertug (S&D, Germany).

The draft report was published on 14 February 2022 and presented to the TRAN Committee on 14 March 2022.

On 2 June 2022, the Council of the EU adopted its General Approach, i.e. its position for negotiations with the Parliament on the final wording of the new rules.

ACEM to participate in the European Commission’s new Expert Group on Urban Mobility

The European Association of Motorcycle Manufacturers (ACEM) has been selected by the European Commission to participate in its new Expert Group on Urban Mobility. This Expert Group will provide technical expertise to the European Commission’s services for developing legislation, policies, and programmes in the field of sustainable urban mobility.

The Expert Group on Urban Mobility will also work to increase cooperation and coordination between the European Commission, Member States, and key stakeholders in the implementation of EU legislation, programmes, and policies relating to urban mobility, including sustainable urban mobility planning, transport contingency preparedness, and energy efficiency.

As the motorcycle industry evolves to meet new sustainability requirements, ACEM will support European Commission and Member States authorities in their efforts to develop synergies between EU, national, and regional funding and financing opportunities in research and development and innovation, and in deploying sustainable urban mobility solutions.

ACEM members are fully committed to working with European, national, and local authorities to implement the EU Green Deal and to enhance access to and availability of electric and low emission powered-two wheelers across Europe.

The first meeting of the new Expert Group on Urban Mobility will be held in Brussels on 25 October 2022.

ACEM - eFuel Alliance online event - "Bridging the gap to climate neutrality. The case of eFuels for motorcycles"

The European Association of Motorcycle Manufacturers (ACEM) and the eFuel Alliance will hold an open online event on 28 September 2022 (14:30 - 15:45 CET) to discuss how eFuels can support the decarbonisation of the European two-wheeler fleet. The event will also address the role of eFuels for long-distance commuting vehicles and travelling in remote areas, as well as other topics discussed in the recent ACEM - eFuel Alliance position paper on eFuels.

eFuels are a necessary technology option for long range commuting and in areas with a lack of infrastructure. When combined with electric models, carbon-neutral fuels can address the existing vehicle stock, sustainably powering future models, while protecting the existing production chain.

During this event, we would like to discuss the application of eFuels in the two-wheeler sector with decision-makers from politics and within the industry, explain the state of the technology, and show pathways to climate-neutral and accessible mobility.
