Safety is one of the top priorities for the Powered Two-Wheeler (PTW) industry, and we dedicate much of our energy and resources to acquiring and analysing data regarding road safety and Powered Two Wheelers in order to identify and prioritize areas for improvements. This process follows an integrated approach looking at human factors, vehicle design and infrastructure, seeking to involve policymakers at European, National and local level and other relevant stakeholders.

Proper knowledge of how road accidents involving PTWs occur is fundamental to identify the right priorities. With the European Commission's co-funding, ACEM carried out the most comprehensive in-depth study currently available for PTWs accidents in Europe, the MAIDS (Motorcycle Accident In-Depth Study). The investigation was conducted by dedicated research teams during 3 years on 921 accidents from 5 countries using a common research methodology.

Safety figures differ significantly across the EU member states, with statistics on PTWs indicating that, with the same vehicles available on the market, a considerable disparity exists between best and worst performing countries. Reducing this gap by improving national transport policies through PTW integration will bring considerable and tangible benefits to European road safety.

ACEM manufacturers actively support the "shared responsibility" spirit of the European Road Safety Charter's 50% casualties reduction in the EU by 2010. Within this framework ACEM has committed to the progressive introduction of advanced braking systems and advertising guidelines. ACEM also finances, implements and participates to road safety projects aimed at contributing to curbing road accidents.

Given the increasing participation of PTWs to urban mobility, ACEM is also developing new projects with Polis, an association with a focus on innovation in transport bringing together European cities, in order to establish a new EU-wide database on urban accidents for all modes, also enabling local authorities to devise dedicated approaches towards the integration of PTWs into urban mobility and safety plans, traffic management and proper design of road infrastructure being key elements of the integrated approach to road safety. Another key element to address is human factors, both for the PTW rider and for the car driver.
In 2004 ACEM signed the European Road Safety Charter supporting the European Commission initiative to save 25,000 lives by 2010. Our commitment includes concrete measures in two separate fields:

Brakes: progressively supplying powered two-wheelers with advanced braking systems taking into account their distinctive characteristics and costeffectiveness of the technical solutions.

Advertisement Guidelines: ensure that all promotion and advertisements for powered two-wheelers destined for use on public roads show the powered two-wheelers used in a safe and responsible manner, in order to positively influence the attitude of the user. [read more]

The MAIDS research has shown that there are many different aspects to the issues faced by stakeholders in relation to Powered Two-Wheeler (PTW) safety. To introduce effective countermeasures will require efforts by many different groups at many different levels. More detailed examination of the MAIDS database, open discussion amongst the various interested stakeholders and groups together with additional research may provide further insight into some of the more complex PTW safety issues.

Based on the analysis so far, the following fields of intervention have been identified in order to establish further targeted actions and initiatives.

HUMAN FACTORS
Education and Training

VEHICLE RELATED
Conspicuity, Tampering, Braking

PASSIVE SAFETY
ACEM supports public awareness and education campaigns to emphasize the importance of correctly using the helmet for head protection.

THE ROADSIDE ENVIRONMENT
ACEM is working with policymakers to include motorcycle criteria in traffic management and in the design and maintenance of their national road network.
With the ACEM handbook “Guidelines for PTW-safer road design in Europe”, the Motorcycle Industry has been contributing to the dissemination of best practices for improved mobility through better and safer infrastructure.
