[EDITORIAL]

Dear Reader,

summer has finally arrived, but we are still dealing with the cold reality coming from the markets. News from the 21 European countries monitored by CIAcem, our market data collection project, are unsettling. During the first five months of 2010 EU registrations experienced a 7% fall.

On a more positive note, recently the European Council adopted conclusions recognising PTWs as having an increasing role in urban mobility. This is very good news, in the light of the economic measures that the European Commission is undertaking to ferry the Union towards recovery. ACEM had supported the inclusion of PTWs in the scope of the EC communication on the Strategy on clean and energy efficient vehicles. Looking ahead, the Council's endorsement represents a further concrete step for our industry.

On June 28th the European Commission and FEMA are organising the first International Motorcyclists Conference in Brussels. ACEM will also participate laying out what the future may offer in terms of innovations and technology. Still "Motorcycling in the 21st century" will prove to be a road paved with challenges and opportunities, which call for realism, cooperation and joining of forces from all stakeholders.

In that sense, ACEM awaits with anticipation the proposal regarding new type-approval requirements for Powered Two-Wheelers, which the EC is expected to publish in September.

PTW markets showing no sign of recovery

Start of good season has no positive effects on sales so far

Despite the calendar showing otherwise, the good season is far from started for the European PTW market. A disappointing -7% for the first five months of 2010 lets manufacturers and dealers worrying about the rest of the year.

3rd Driving Licence Directive Workshop

Experts from 12 countries discussed mobility opportunities and safety initiatives for PTWs in the context of the transposition of the third driving licence directive

On 6th May ACEM, supported by its partners CIECA, FIM and FEMA, hosted a workshop in Brussels on the transposition of the third driving licence directive (2006/126/EC). Licensing plays an important role in achieving the goals of the European internal market, improving mobility and road safety.

Car drivers are called upon to watch out for motorcyclists

Road safety is one of the challenges faced by riders on Italian roads. This is why ANCMA, the Italian PTW industry association, decided to address this problem in order to effectively contribute to reducing accidents. As studies highlight that the human factor is at the origin of the vast majority of accidents, ANCMA launched a campaign aimed at raising the awareness of all road users and changing their behaviour.

The Automotive Community and policy-makers Celebrate 10 Years of Fruitful Discussions

The Forum for the Automobile and Society (FAS) celebrated on 15th June 10 years of successful presence on the European political scene. Founded in 1999, the Forum was officially launched on 16th May 2000 in the European Parliament in Strasbourg and it was also in Strasbourg that the anniversary cocktail was organised.

Record low in road deaths. The International Transport Forum puts figure at less than 150 000 the number of people killed in road accidents. According to ITF in the 52 member countries of the International Transport Forum (ITF), excluding India, road fatalities reached an all time low. The data released by the Paris based organization, which is part of the OECD family, show that road fatalities recorded the biggest decrease since 1990 with a drop of 8.9% in 2008 compared to 2007. Preliminary data for 2009 shows a continuing significant reduction in the number of road deaths for most ITF member countries, recording a drop of almost 10%. “The moderating effects of the economic crisis on road traffic appear to be one reason for this favourable trend”, said Jack Short, Secretary General of the International Transport Forum. “But many governments can also take credit for road safety policies that are now starting to produce results.”

Sustainable future for transport. On 31 May 2010, the members of the Committee of Transport and Tourism (TRAN) in the European Parliament unanimously adopted the report, presented by Mathieu GROSCH member of the European Parliament (EPP, Belgium) on the future of transport. The main point that is stressed in the report is the call for “efficient co-modality”. In other words, by promoting co-existence instead of competition between the different transport modes greater economic, environmental and social efficiency of each individual mode would be achieved. The report presents solutions to achieve more “efficient co-modality” through the enhancement of the EU framework for financing transport infrastructure and the setting up of measurable targets for the EU’s future transport policy. Amendments that were voted to the initial report included, calls for more emphasis on moving towards a low-carbon transport system and measures to promote more environmentally friendly modes in both freight transport and passenger transport. Moreover, the report calls for greater emphasis on the promotion of safety in all modes of transport. Finally, the report would like to see an increase in research and technological development activities, notably on intelligent and interoperable transport systems as well as on innovative, energy-efficient and clean technologies. The adoption in the Plenary is scheduled for July 2010.

Growth for IVM. Representing the Kymco and Hyosung brands, MSA Motorsport-Accessoires GmbH has joined IVM, Germany's Motorcycle Industry Association, as a new full member. Furthermore, CYPACC, a Bochum based company specialising in the wholesale of protective equipment and on scooter parts, was welcomed as supporting member.
